REGARDING: Draft Law on the Supply Chain of Agricultural Products and Food, published for public discussion on 29.07.2025

DEAR MINISTERS,

Hereby, the Bulgarian Industrial Chamber (BIC) expresses a principled position on the draft Law on the Supply Chain of Agricultural Products and Food, published for public discussion on 29 July 2025. As an organization representing a significant part of the business engaged in the production, processing, supply and trade in agricultural products and food, we share the belief that a sustainable, transparent and efficient supply chain is of key importance for economic security and social stability. We support efforts to achieve these goals.

However, in view of the specific mechanisms envisaged in the new draft law, we express serious concerns about the possible negative effects on the competitive environment, free enterprise and compliance with European Union law. In its current form, the draft law contains a number of measures that not only fail to achieve the set objectives, but also risk having the opposite effect – limiting market access, reducing consumer choice and increasing prices.

It should be noted that the initial version of the law, published in June 2025, already received numerous negative opinions during the first public consultation. Instead of reflecting these criticisms, the current draft law adds even more restrictive regulations.

General remarks

The draft law is built around the legitimate objective of ensuring a better functioning of the supply chain and preventing unfair practices. Unfortunately, the approach is over-regulatory and does not take into account the complexity and dynamics of the agri-food market. The measures are formulated as universal, without taking into account the specific characteristics of individual sectors, industries, types of products and participants in the chain.
